National Forestry Authority (NFA) was established by the National Forestry and Tree Planting Act, (NFTPA) 2003 to manage the Central Forestry Reserves and to supply quality forestry-related products and services to its stakeholders. NFA employs a workforce of 350 employees and with a recurrent budget of about 33 billion shillings, 75% of which is funded from own revenue collection.  NFA is looking for dynamic, hardworking, highly motivated, and qualified professionals  to fill the fill the following key positions:

1) POSITION DIRECTOR PLANTATIONS (1 POSITION)
  Reports to:       Executive Director
Duty station:    Headquarters Kampala
Salary Scale:    NFA 2

Terms of Employment: 3 years contract (Renewable subject to satisfactory performance)

 

Job Function: Ensure that Forest plantation development and community tree growing are geared towards self sufficiency taking into consideration the conservation, socio-economic and biodiversity issues in afforestation operations.

Responsibilities and tasks:

  • Plan, lead and control all plantation activities with the help of a team of plantation staff, contractors, forest adjacent communities and other technical experts.
  • Initiate and pursue the development of strategies and identification of opportunities to strengthen commercial aspects in line with the Authority’s vision.
  • Assist in implementation of the National Tree Planting Strategy through awareness creation, integration into NFA operations and expanding partnerships.
  • Draw Action Plans and supervise the raising of sufficient tree seedlings for NFA plantation establishment, community tree planting programme and sale to other interested tree growers.
  • Determine quantities and provide advice on sourcing tree growing materials and maintenance of tree seed stands
  • Manage Forest Plantation development/Afforestation/tree growing and related projects.
  • Promote and popularize energy reduction and efficient wood fuel production technologies.
  • Expansion of multiple use tree varieties in view of climate change, reduction of emissions, deforestation and degradation in addition to promotion of non-wood forestry products.
  • Develop strategies for networking with government, private sector and other stakeholders in the establishment and management of forest resources.
  • Monitor relationships with communities and other internal and external stakeholders to ensure the Authority image is upheld, risks are mitigated and relationships enhanced.

Qualifications, work experience, abilities and personal attributes:

  • Honours degree in  Forestry, Environment or Natural Resources
  • Postgraduate training in relevant field is an added advantage
  • At least 10 years work experience in plantation forestry of which at least 5 years should be at a managerial or senior supervisory level.
  • Demonstrated ability to manage the comprehensive supply chain for silviculture, harvesting operations and logistics
  • Excellent ability to plan and execute operations according to budget, and timelines.
  • Proven knowledge of forest plantation investment  in a complex, dynamic and successful concern
  • Excellent communication skills both oral and written
  • High level of integrity, resilience and reliability.
  • Managerial skills, result oriented with proven experience in networking, resource mobilization and fund raising.
  • Strong Interpersonal, self-confidence, team building and organizational skills.
  • Should be between 35 - 50 years of age.
 
   
2) POSITION COORDINATOR  FOREST LAW ENFORCEMENT AND GOVERNANCE ( 1 POSITION )
  Reports to:             Executive Director
Duty station:          Headquarters Kampala
Salary Scale:          NFA 3
Terms of Employment: 3 years contract (Renewable subject to satisfactory performance)
 

Job Function: To handle all matters relating to law enforcement across the Central Forest Reserves. The successful candidate will be responsible for monitoring field activities to ensure that legal, technical, ethical standards are observed according to the set specifications.

Responsibilities and tasks:

  • Develop and implement mechanisms for coordinating law enforcement and Forestry governance among the responsible bodies.
  • Develop mechanisms and procedures for verifying the chain of custody for forest products.
  • Implement public education and awareness programmes on the chain of custody procedures.
  • Ensure the physical integrity of Central Forest Reserves by monitoring and preventing encroachment.
  • Provide evidence based site specific reports to the Legal Manager and other staff to facilitate prosecution of cases in courts of law.
  • Liaise with other law enforcement agencies to ensure compliance with all relevant laws.
  • Develop annual work plans and budgets for the law enforcement unit of the NFA.
  • Manage and administer human, financial and other resources under the unit.
  • Prepare periodic and ad hoc reports on law enforcement and governance.
  • Perform any other duties as may be assigned by the immediate supervisor.

Qualifications, work experience, abilities and personal attributes:

  • Honours degree in Law, Governance or Humanities form a recognised Institution
  • Postgraduate training in a relevant field is an added advantage
  • At least 5 years of work experience in law enforcement.
  • Proven knowledge and experience of law enforcement, Public Relations, Legal affairs, Security and Intelligence assessment,
  • Excellent oral and written communication skills
  • High level of integrity, resilience and reliability
  • Ability to cope with intermittent heavy workload extending beyond office hours and during weekends.
  • Good Interpersonal, team building and organizational skills
  • Should be between 30 - 50 years of age.
 
   
3) POSITION LEGAL MANAGER (1 POSITION)
  Reports to:               Executive Director
Duty station:            Headquarters Kampala
Salary Scale:            NFA 3
Terms of Employment: 3 years contract (Renewable subject to satisfactory performance)
 

Job Summary: To handle litigations matters and ensure compliance with the Law.

Duties and Responsibilities:

  • Handle litigation matters and represent the Authority in courts of Law.
  • Advise on application of Legal instruments governing and relating to the Forestry Sector.
  • Provide Legal advisory services to the Authority in consultation with relevant Judicial Institutions.
  • Develop annual work plans and budgets for the legal unit of the NFA.
  • Manage and administer human, financial and other resources under the legal unit.
  • Prepare case specific management and periodic progress reports.
  • Keep custody of legal and contractual documents and seal of the Authority.
  • Liaise with judicial institutions and security agencies to ensure compliance with the law and other regulations.
  • Perform any other duties as may be assigned by the immediate supervisor.

 

Qualifications, work experience, abilities and personal attributes:

  • Honours degree in  Law
  • Postgraduate diploma in Legal practice from Law Development Centre
  • At least 5 years’ experience in handling legal matters in a reputable firm or organization three of which must be at high court level.
  • Must be an enrolled advocate with a valid practicing certificate of the high court
  • Excellent oral and written communication skills
  • Proven skills in negotiating contracts, managing litigation and other institutional legal issues
  • High level of integrity, resilience and reliability
  • Ability to cope with intermittent heavy workload extending beyond office hours.
  • Good Interpersonal, team building and organizational skills
  • Should be between 30- 50 years of age
 
   
4) POSITION PERSONAL ASSISTANT (I POSITION)
  Reports to:               Director
Duty Station:           Kampala
Salary Scale:           NFA 5

 

Job Summary:

To manage the office and ensure that all secretarial services and other requirements pertaining to the proper functioning of the Director’s office are adequately handled.

Responsibilities and Tasks:

  • Receive, incoming and outgoing mail and ensure its proper distribution or dispatch for further action.
  • Answering and responding to telephone enquiries, ensuring telephone messages are transcribed accurately and conveyed promptly.
  • Assisting with preparation and typing of correspondences from various sources such as manual drafts, dictations, e-mail, faxes, mail or verbal instructions and distribute as directed.
  • Take minutes of meetings; prepare reports and returns as may be required and distribute as directed,
  • Keep abreast with all current ongoing activities by reading files and correspondence in order to be effective in supporting director to whom he/she is responsible.
  • Ensure proper record management by maintaining an efficient filling and retrieval system.
  • Supporting the Director in reading and summarizing documents.
  • Monitor and maintain daily schedules, dairies, travel plans, appointments for the office, call screening, preparation of documents, agendas, letters and reports.
  • Organize coordinator and facilitate the department’s events.
  • Carrying out any other activities as assigned by the Supervisor

 

Working conditions: Based at headquarters, may require working long hours including weekend and holiday work as required by the supervisor.

Qualifications, work experience, abilities and personal attributes:

  •  Minimum of an honours Degree in Secretarial Studies is a MUST.
  • At least 3 years experience of similar work in a reputable organisation.
  • Computer proficiency in Ms Word, Excel, Access and PowerPoint.
  •  Good communication skills
  •  Well developed customer care skills,
  • Reliable in terms of confidentiality, timeliness, and thoroughness in carrying out tasks,
  • Ability to beat deadlines and work under minimum supervision and believer quality work.
